While it is true that everyone was initially excited by the prospect of getting incentives over five years for implementing an electronic medical record product (EMR), the government delays to clarify what qualifies have given some doctors cold feet! 

Add that to the fact that Medicare payments are decreasing, the economy is still in a recession, many physicians are adopting a wait and see stance.

The list below focuses on the key points of the legislation that is anticipated to be released in late 2009.  The Centers for Medicare & Medicaid (CMS) are working with the Office of the National Coordinator for Health Information Technology (ONC) to provide the bill with the proposed criteria.
