I recently took my glasses to a local optomatrist that has a chain of locations in our area. I did not buy my glasses there, but I was hoping they could help me fix the lens that had popped out of the frame. The woman at the office was very nice and tried for several minutes to repair the glasses, but was ultimately unable to do so. She kindly offered to send the glasses to their lab at another location, and let me know this would be a complimentary service. They would call me a few days later and I could pick them up. I was so pleased with this store's service, and left with a good feeling about leaving my glasses in their care.

No response from the optomitrist. I decide to give them a few days as I was quite busy that week anyway.

No response from the optomitrist. I called the office, was put on hold, my number was taken and I was assured someone would return my call in a few minutes. I know they are a busy location, so I was not alarmed.

I have not received a call back, and I have not received any information as to why my glasses are missing. A return call to the optomitrist results in my number being taken again and another assurance that someone will call me back in a few minutes. I wait several hours, and then call them again. I am beginning to think that my $600 glasses have been lost! This time I am told that my glasses were shipped to the wrong store, and that they will be shipped to the correct store in a few days. The office will call me when they arrive. I am hoping that this really is the case. Unfortunately, after this poor experience, I am unlikely to ever use this store again.

I never really paid too much attention to customer service before I began working for Bradford Scott Medical. Now I feel like I pay more attention to the service I receive than I do to the product I am purchasing!

CMS Medicaid Incentives

The Centers for Medicare & Medicaid Services has detailed the terms for FFP (Federal Financial Participation) of up to 90% matched funds. 

Three requirements must be met in order to be eligible for FFP matched funds:

1. Administration of Medicaid incentive payments to Medicaid EPs and eligible hospitals;

2. Oversight of the Medicaid EHR Incentive Program, including routine tracking of meaningful use attestations and reporting mechanisms;

3. Pursuit of initiatives that encourage the adoption of certified EHR technology for the promotion of health care quality and the electronic exchange of health information.

Electronic Health Records- Flowsheets

One of the coolest features in Bradford-Scott's EMR System is the Flowsheets screen. We can customize your EMR system to show the items that you wish to track and also group them together based on condition that you are trying to monitor.

Here are some of the features:
  • Customize list of vitals, findings, and lab results to show on the patients flowchart. in the Patient Records System.
  • Graphing- Display a visual graph of the change in a component of the flowsheet over time. You can graph one item or several items together.
  • Medication Duration- The screen will display the medications that the patient is taking in comparison to the items that you are tracking in your flowsheet. This will quickly show the provider how the medication is affecting the patients findings.
  • Growth Chart- There is a built in growth chart that will plot and child's height and weight automatically.

A few years ago you could mention the acronym EMR and nobody knew what you were talking about. Today you mention EMR and everybody knows what it is, and it does not matter if you are speaking with a medical professional or patient. So what is the point of EMR and how can you benefit from implementing your Electronic Medical Records System?

Electronic Medical Records are used to create better tracking and reporting on patient care to ultimately allow providers to better care for their patients. One of the major features is the Health Maintenance piece. This feature will automatically put the patient in a preventative group of health guidelines based on age and sex. It will also apply a set of care condition guidelines based on the patients problem list.

The doctor is reminded of these care guidelines every time a patent's chart is accessed. As these guidelines are satisfied they will be removed from the list until they are due again. This feature is key to ensure that your patients are being treated for everything that is needed for them individually.

CMS Incentive payments: 2011

An article at www.healthimaging.com says that during a CMS webinar on 8/8/10, it was stated that eligible health care professionals can receive incentives in 2011.  Just buying electronic health records does not guarantee CMS incentive payments;  meaningful use must be demonstrated.

Here are the three main objectives when defining meaningful use:
  • Use of certified EHR in a meaningful manner (e.g.,e-prescribing);
  • Use of certified EHR technology for electronic exchange of health information to improve quality of health care; and  
  • Use of certified EHR technology to submit clinical quality measures (CQM) and other such measures selected by the Secretary.

RECs to the rescue

The government has put incentives in place for Regional Extension Centers (RECs) to assist smaller physician groups in their search for a electronic health records (EHR) system.  The RECs will support and serve health care providers to help them quickly become adept and meaningful users of EHR systems. RECs are designed to make sure that primary care clinicians get the help they need to use EHRs.  

RECs will:
  • Provide training and support services to assist doctors and other providers in adopting EHRs
  • Offer information and guidance to help with implementation
  • Give technical assistance as needed
The goal of the program is to provide outreach and support services to at least 100,000 priority primary care providers within two years.

ONC has funded 60 RECs in virtually every geographic region of the United States to ensure plenty of support to health care providers in communities across the country.

PQRI + Meaningful Use = ACA

A recent article on healthdatamanagement.com says:  "The Affordable Care Act requires the Centers for Medicare and Medicaid Services to develop a plan by Jan. 1, 2012, to move toward integrating the reporting measures under the electronic Physician Quality Reporting Initiative and the electronic health records meaningful use incentive program of the American Recovery and Reinvestment Act."

The proposed rule was set to be published on July 13.  It goes on to state, "In an effort to align PQRI with the EHR incentive program, we propose to include many ARRA core clinical quality measures in the PQRI program to demonstrate meaningful use of EHR and quality of care furnished to individuals."

Meaningful Use Timetable for Implementation - ARRA Regulations

Many in the health care industry are familiar with the available stimulus $ for eligible professionals who purchase and prove meaningful use of a certified EHR system.  And now that the "Final Rule" is on the books ... when should providers expect to start seeing those stimulus checks?

Let's take a look at a time line:
  • Well, first of all the HITECH Act states that payments for Medicare providers may begin no sooner than January 2011 for Eligible Providers (Hospitals = no sooner than October 2010).  The Final Rule that was just published helps define the payment time line further ...
  • Fall 2010 - The ONC expects the certified EHR systems will be ready for purchase.
  • Jan 2011 - Registration of Eligible Providers (and Hospitals) with CMS for the EHR incentive program will begin
  • April 2011 - Attestations for the Medicare program may begin for Eligible Providers (and Hospitals)
  • May 2011 - Medicare EHR incentive payments will begin in mid May.
Note:  Medicaid incentive payments will be handled differently.  States will be initiating their incentive programs on a rolling basis, subject to CMS approval of the State Medicaid HIT plan.  This will detail how each state will implement and oversee its incentive program.

E-Prescribe - is it right for you?

PQRI Measures

The new buzz-phrase in the health care industry is PQRI Measures.  What exactly does that mean?  PQRI stands for Physician Quality Reporting Initiative.  It sounds like just another industry committee but if you dig deeper it can mean money.

Heatwave

It took until the end of May, but the heat is finally here.  Sunday I broke down and turned on my AC.  The motor wouldn't turn the fan blades at first, but after messing with it for a while I got it to work.  I'm not exactly sure what (if anything) I did, but it works now.

Voyage

Last Saturday I took my son and his friend to Holiday World.  We got to ride a bunch of rides, water slides, and roller coasters.  By far the highlight of the trip was the Voyage.  Ranked the #1 wooden coaster in the world, it is speedy and thrilling,  If it's not the best coaster I've ever ridden, then it's at least the best wooden one, even supplanting The Beast which had been my favorite for over two decades.


Technology in the health care industry is similar to the roller coaster industry.  While there are some old systems that are tried and true, technology is exploding right now.  Electronic health records have become more useful and essential.  Electronic prescriptions are in full swing and go hand in hand with the CMS incentive program.

Reform

I was reading an article on CNN.com about which parts of health care reform were going to take effect when.  Under the category of "Within the first year", I found the following items:
  • Young adults will be able stay on their parents' insurance until their 26th birthday
  • Insurers will not be able to rescind policies to avoid paying medical bills when a person becomes ill
  • New plans must provide coverage for preventive services without co-pays. All plans must comply by 2018
  • A 10 percent tax will be imposed on amounts paid for indoor tanning services on or after July 1
Really?  That one kind of caught me off guard.  I've never been to a tanning bed nor do I ever plan to go to one.  It just seemed like kind of a random point thrown into the bill.  If this is considered a 'sin' tax such as those imposed on alcohol, tobacco and gambling, why not?  I'm sure tanning beds do increase the rate of skin cancer which has to be paid for by insurance.  I like to spend time outside in the summer, so hopefully they won't start taxing outdoor sun exposure time!

On a different note, Chris Thorman's article, "EHR Software Market Share Analysis" states that at least 56% of all office-based physicians do not have any electronic health records at this time.  And only 6% have a fully-functional EHR adoption.  What does this mean?  It means that it's time for you to contact Bradford-Scott Data Corporation, schedule a Sage Intergy EHR demo, and reform your practice!
